Public – private dialogue

Two-way communication facilitating strengthened business competitiveness in BiH

One of the EU ProLocal Programme activities is to institutionalize public-private dialogue with a view of strengthening competitiveness of small and medium-sized enterprises and enhancing business environment in the partnership municipalities.

Public-private dialogue is a two-way communication process that, inter alia entails active involvement of representatives of small and medium-sized enterprises and investors in the consultations and decision-making process related to the key issues of the community development where their voice is recognized and respected. This approach generates public and transparent discussion of all decisions issued in relation to requisites of the private sector, but it also pays attention to the articulated needs.

By doing so public and private sectors aggregate technical knowledge, know-how and expertise, which will generate an organisational culture that valorises proactivity and innovation and adequately allocates available public resources. The final outcome is mutual trust and understanding in the joint endeavours to remove obstacles to a more favourable business environment. 

The activities undertaken within the EU ProLocal Programme endeavour to place the process of the public-private dialogue into institutional frameworks and thus ensure its full functionality and sustainability. The consultancy support would like to create a situation where municipal administration initiates public-private dialogue, coordinates all activities related to its organisation and conducting and supports implementation of the private sector initiatives. The municipal administration also monitors and oversees all activities related to the setting-up, conducting and strengthening the public-private dialogue. 


Support to the partner municipalities within the EU ProLocal Programme is implemented in the following stages:


  • Evaluation/diagnosis of the current state of play and capacities to engage in the public-private dialogue;

  • Designing of the dialogue process which will generate a productive interaction between the public and the private sector;

  • Implementation of the dialogue along with comprehension of the risk factors and ability to detect and address adequate problems;

  • Setting-up and implementation of the monitoring and evaluation mechanisms to improve the process continuously.

Contents of the public-private dialogue
  • Active involvement of representative of the small and medium-sized enterprises and investors in the consultations and decision making processes concerning the key issues in the community development;

  • Public, transparent and participatory debating of all decisions concerning the private sector needs;

  • Encouraging and enhancing an organisational culture that valorises private sector opinions, participation, innovation, proactivity and continuous learning and development;

  • Recognizing and promoting private sector as an important community resource;

  • Motivating representatives of the private sector and civil society to actively engage in the planning, implementation and monitoring of the community development;

  • Implementation of the private sector initiatives to improve business environment and competitiveness;

  • Development of policies and procedures to support and encourage individual and organisational efficiency and effectiveness, both of municipal administration and of the private sector;

  • Enhanced quality of services of the private sector;

  • Encouragement of the private sector for corporate social responsibility.
